Analysis on Dilemmas of Xinjiang Rural Governance and Solutions
It is an urgent task to examine the dilemmas of rural governance and explore the mechanism of rural harmony and good governance for responding the challenge of social transformation and changes to rural order and development. The dilemmas of Xinjiang rural governance in economic development, quality of farmers and herders, supply and services of public goods, rural cooperation organizations, multi-culture and primary-level organization building are analyzed in this paper with six solutions advanced, i.e. to improve the quality of farmers and herders with guidance of modern culture; to strengthen rural collective economy and complete democratic management system of village affairs; to build a high-quality rural functionary team by taking College-Graduate Village Official mechanism as an opportunity; to refine village rules and explore inner impetus for rural harmony; to explore an effective way to guide the adaptation of religion to socialist rural governance; and to improve public service capacity of township-level governments.
