Urban Governance Reforms and Policies in India

The world is rapidly urbanising and the role of metropolitan cities in a nations economy has grown phenomenally. With urbanisation, conventional methods of governing the city with top down approaches have proved to be restrictive and inadequate. There has been an increasing demand for avenues for civic participation, more transparency, modern administration, and improved service delivery, etc. The need to adopt new systems and methods of governing the cities that are inclusive and facilitate active and effective participation of stakeholders is being increasingly realised. There is also a realisation that the existing capacity of the urban local bodies is limited and needs to be substantially and systematically enhanced. Good urban governance is characterised by several criteria viz., sustainability, delegation of authority and resources, equity of access to decision centres, efficient delivery of services and promotion of local economic development. It brings civil society, private sector, etc., into a political process. The urban vision as outlined in the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) aims at introducing reforms in cities to overhaul the delivery mechanisms and provide monetary and logistical support to improve public services. The ultimate objective is to make urban local bodies function in a participative, transparent and accountable way. This article outlines the various urban reforms introduced in India, particularly in the state of Andhra Pradesh.
