E-governance in South Africas Local Government

As the search for ways of improving service delivery and government accountability to citizens continues, the use of Information Communication Technologies (ICTs) has been hailed as revolutionary. It is argued to have changed government to government (G2G) interaction as well as interaction between government and citizens (G2C). There are two important concepts in discussing the use of ICTs in government; egovernment and e-governance, the focus of this paper is e-governance. E-governance presents citizens with an opportunity to participate in decision making processes as well as programmes. The South African government through the establishment of the State Information and Technology Agency (SITA) and various policies has shown commitment to promote the use of ICTs in enhancing service delivery and public participation. However like in most developing and least developed countries, issues of unequal access and inclusivity continue to hamper full realisation of the potential benefits that ICTs could bring to the South African society. The paper seeks to give an exposition of the nature of access and inclusivity challenges of e-governance in South Africa at micro level with the aim of generating data that will assist government making e-resources more accessible and inclusive particularly to the poor. The leading question is; to what extent are issues of access and inclusivity in the use of ICTs impacting both service delivery and public participation at the local sphere of government in South Africa? A combination of a case study approach and a survey will be used to get insights in to the question raised.
