Collaboration or Competition: Choice in Risk Society

摘要：

Risk society is a global phenomenon when society transition happens, which some countries are transiting form industrial society to post-industrial society, and some countries are transiting form agriculture society to industrial society. However, due to the idea and the limitation of the industrial societys thinking way, the collaboration international relationship is always yield to combative and conflict relationship. This paper argues that the idea of collaboration in governance reform at domestic or international level should be a constantly state in process of transition. Only in this way, the result of dealing with Risk Society would be described as a zero-plus game, which is possible to reach win-win situations.
