On the Legislation Predicament and Reform of Chinese Government Information Openness System in Crisis Management
The government information openness is a key ring to realize effective crisis management. Improving the openness of government information in the crisis management is not only beneficial to the Government in combating crisis and eliminating false information, but also helps to enable the government to get public recognition and to mobilize more public participation. In practice, Chinese government crisis management in the information openness has many problems, including that the legal system is imperfect, the open way is unitary, and the open content is incomprehensive and so on. Consequently, in order to protect the public the authenticity of the content, comprehensiveness and timeliness, several measures including improving legislation, integrating information systems, and expanding the scope and content of information disclosure as well as information sources should be taken.
