An Analysis of HIV/AIDS Policy Networks in Yunnan, China

HIV/AIDS prevention and cure is one critical policy sector in Yunnan Province, China. Due to the complexity of HIV/ADDS issue, the traditional paradigm of solving public issues, solely depending on government agencies to make and implement policies, does not work well any more. Policy networks composed of actors from a government, NPOs, enterprises, grassroots organizations, citizens, etc. as well as international communities, have emerged in the HIV/AIDS policy sector in Yunnan. This paper analyzes the actors in HIV/AIDS programs in Yunnan with policy network approach, investigates structures of those networks, detects the different types and characteristics, and discusses their roles and functions in HIV/AIDS policy sector. The paper argues that policy networks can and should be an essential policy tool for government to better respond to HIV/AIDS crisis. Government should also take the initiative to play the role of managing those networks and learn to depend on the networks to achieve good governance in HIV/AIDS prevention and cure.
