Study on Higher Education Quality Guarantee System from the Perspective of the Powerful Human-resources Nation
Human capital is the decisive factor for national competitiveness. Now, with increasingly attach importance to the development of high-tech, the highend talent competition has become an important position for each countries. China put forward new requirement for human in critical period of Reform and Opening—from the large human resources country to the power of human resources. That means, we should change our vision: from expansion in the number to improve the quality. So the important point is improving peoples the level of the educated and expanding the field of education. As a hotbed of culturing modern Chinese talents-Chinese colleges and universities, these most basic social functions is developing modern talents for China. The quality of higher education, as an important indicator of higher education capacity, is always being regarded as social hot issue. Guaranteeing and improving the quality of higher education need to build a quality assurance model, which covers the university internal management and social external oversight. And we need to understand and coordinate the relationship between both correctly. The focus of this paper is that how to guarantee the quality of higher education and cultivate modern talents to adapt to social and economic development needs in China. This paper is based on the new requirements of human resources, reexamines the current Chinese educational model and perfects more suitable model about Chinese higher education quality in the current.
