On the Theoretical Principle of Scientific and Technological Management System
The reformation of scientific and technological management system is a system engineering which involves with many branches of learning and subjects such as philosophy of science and technology, sociology of science, institutional economics, science of public management and technological innovation. The cardinal rule, ideas and methods of these subjects provide the theoretical background, discipline support, direction guidance and policy enlightenment for the reformation. Following and learning from the principles and methods of these subjects helps to make the countermeasures of deepening the scientific and technological management system conform to the developing law of science and technology, the running law of scientific community and the demanding of market economic structure, provide the motivation framework for the development of science and technology, realize the combination of science, technology and economy.
