On the Reform of the Operational Mechanism of the State-owned Assets in China

摘要：

The operation and the management of the state-owned assets has a clear distinction. Different concept leads to different operations about the government functions in the business management. The integrity of the state-owned assets requires establishing a double-deck operating mechanism management. This paper put forward some countermeasures, such as to try to create a favorable competitive environment, to harden the budget constraint mechanism of the public enterprises by means of management contracts to strengthen the management of public enterprises, to encourage private investment and the private enterprises into the reconstruction of the stateowned enterprises so as to fulfill the diversification of the public enterprises, and so on, hoping that this may benefit the reform process of the state-owned assets management.
