How to Improve the Emergency Decision-making Ability of Chinese Local Government

Decision making runs through the whole process of emergency management, the emergency decision-making ability of local government can directly affect the success of the emergency management. Facing all kinds of the growing complex public crisis in China, the emergency decision-making ability of local government cannot be satisfied to deal with it, which must be improved urgently. This paper starts with deeply analysis of the elements of the emergency decisionmaking ability of local government. Then expounds what are the main problems of the emergency decisionmaking ability of local government in China at the present time. After that dissects the main factors affecting the advancement of emergency decisionmaking ability of local government. At last, to improve the emergency decision-making ability of local government, some countermeasures and suggestions are put forward from the different aspects, such as. the conditions and environment of emergency decision-making, the using of the new technology, the decision support information system, the synergy ability of emergency command, the crisis awareness, the general quality of the emergency decision maker, other main body participates positively and orderly, and so on.
