The Dilemma and Option in Formulation of the Concept of Public Management
For a long time, researchers have not reached a consensus in defining the concept of public management, which is facing dilemma. Analyzing the reason of the formation of this predicament is helpful to promote the understanding of public management. Controversy existing in the definition of public management is focused on two aspects: (1) the connotation of public management; (2) the relationship between public management and public administration. Combined action of historical development, space conversion, multi-theory, discourse difference and ideology blending together led the definition of the concept of public management into trouble. How to position the role of government in social life is a core issue in the public management practice and theoretical research, which also provides a perspective in definition of the concept of public management. The role of government varies along with the changes of the historical development and social forms in the evolution of public management. We should develop the concept of public management system with Chinese characteristics based on the historical trajectory of the role of government and the contemporary practice during th2 transition period.
