The Study of Public Policy Implementation, Deviation and Its Improvement in China—Taking Green House Engineering in Jilin Province as an Example

摘要：

The existing anomie of principal-agent interaction pattern caused the Implementation deviation in the warm-house project in Changchun City. Although it was directly due to the inherent defect, the information asymmetry in the process, this anomie primarily resulted from the Non-standard operation of the entire principal-agent chains and is reflected in the weakening of government responsibility and the infirmness of supervision which eventually caused the implementation deviation in the warm-house project. Therefore, to improve effectiveness and efficiency of the project implementation, we have to standardize the implementation procedure of public policy through constructing E-government and information sharing platform to avoid the implementers converse choice as well as designing and implementing of whole course supervision mechanisms to prevent potential immorality and standardize government duty.
