The Business Process Reengineering in Reforming Administrative Examinations and Approval System of Local Government —The Case of Yuhang
Currently, the reform of administrative examination and approval system through Business Process Reengineering (BPR) approach has been a hot spot of innovative practices for local government. In this paper, we considered it as a research object and investigated Yuhang as the representative of administrative examination and approval BPR by empirical methods of depth interviews, document studies and questionnaire surveys. We analyze specific approaches of management tools, organizational structure, quality of personnel, information technology, approval process of the reform of administrative examination and approval system in Yuhang, and compare the differences of administrative costs, administrative efficiency, public satisfaction and administrative resources before and after BPR. we put forward some rational proposals, such as: the effective combination between tools and value, the effective combination between strategic and tactical, and the effective combination between system development and personnel training, to make up the limitations of administrative examination and approval system reform through BPR.
