Thinking about the Establishment of Government Regulatory Performance Evaluation System in China

As an effective method and tool to improve the effectiveness of government regulation and regulatory quality, and then promote regulatory reform, regulatory performance evaluation has become one hotspot of government regulatory theory research. It has been proved by the western developed countries that regulatory performance evaluation is an important tool to measure and improve the effectiveness of regulatory policies. The influence factors of regulatory performance evaluation include the performance of regulatory policies itself and the coordination status of regulatory implementation environments, in detail, which are composed of institutional design, legal framework, regulatory organization, property right structure, corporate behavior, rent-seeking, information and technologies, etc. Therefore, based on the experiences of foreign regulatory performance evaluation, China should consider the practical constraints, and then build a government regulatory performance evaluation system suitable for Chinas actual conditions.
