A Research on Setting up Community Gare Service System for Urban Senior Citizens
It is the requirement of cultural and ideological progress in China to help make a better living condition for senior citizens and to expand the coverage of senior citizen beneficiaries. A community care service system consists of not only basic necessities of life, but special care service like medical care, mental comforting, legal support and emergency aid. In this regard, community care is not limited to providing for the aged, instead, it could cater to the basic needs and special needs from senior citizens of different hierarchies, in different living conditions and with different living patterns. Urban community care service system for urban senior citizens is supposed to set up its framework based on: firstly, basic necessities supporting system. It is aimed to cater to the daily living demands of the aged. This subsystem should include participating individuals and institutions like home-based care agencies for the aged, community day care agencies for the aged, relatives of the aged and volunteers. Secondly, medical care system. It provides daily living care and medical service. The subsystem should include participating individuals and institutions like home-based care agencies for the aged, community medicil service center, community day care agencies for the aged, relatives of the aged and volunteers. Thirdly, mental comforting service system. It caters to the mental needs of the aged. The participating individuals and institutions include home-based care agencies for the aged, community day care agencies for the aged, relatives of the aged and volunteers. And finally, emergency aid system. It caters to emergent needs of the aged. The participating individuals and institutions include staffs of neighbourhood community and volunteers.
