Research on the Dilemma and Measures of Constructing Administrative Ethics Institutionalization in China

摘要：

In order to ensure the legitimacy of the purpose and process of the public administration, we must take effective measures to constraint the powers of the public administration. Administrative ethics is an important constraint mechanism and it has the function that laws can not be replaced. Administrative ethics institutionalization is considered to be the most effective measure to construct administrative ethics. Admittedly, the institutional arrangements in the construction of administrative ethics do have the basic status and are still in line with Chinas actual conditions. However, in the current social environment, the process of constructing administrative ethics institutionalization still has some defects and deficiencies. How to utilize more effective measures to promote the process of administrative ethics institutionalization has become a hot topic in the academic circle.
