Situation and System Analysis of the Chinese Government Charges
In a global perspective, the functions of government charges are allocating of public resources, regulating economic relations, offsetting the insufficient government financial resources and alleviating the financial burden. Since the reform and opening up in China, government charges have been an important tool to control the economics and society. The overall size of the government charges is showing a sustained growth. Therefore, clearness of the nature, scope, and system and reform history of government charges can provide a theoretical basis for policy formulation and reform of the government charges. In this paper, by using the actual situation in China, existing research results and international experience, the current situation and system of government charges are analyzed. There are four main contents in this paper: firstly, according to the existing research at home and abroad, the paper analyzes and defines the concept of, clears connotation, extension and related properties of the government charges; secondly, the paper analyzes the reform history of the government charges in China; thirdly, the paper sorts out and analyzes the reform process of the management system of the Chinese government charges, and identifies the existing problems and causes; at last, the paper puts forward the recommended policies and outlook on the development and reform of the Chinese government charges.
