The Structure and Maturity Model of Indian E-government in Public Administration

India is the seventh-largest country by geographical area, the second-most populous country with 1.2 billion 5 million 70 thousand people(KBS, London Olympic Broadcasting, 6 a.m., July 28, 2012. The Indian economy is the worlds eleventh-largest economy by nominal GDP(2011, WDI) and fourth-largest economy by purchasing power pariry(PPP). India is a federal constitutional republic governed under a parliamentary system consisting of 28 states and 7 union territories(l). Indias form of government, traditionally described as quasifederal with a strong center and weak states, has grown increasing federal since the late 1990s as a result of political, economic, and social changes. The President of India is the head of state who is elected indirectly by a national electoral college for a five-term. The Prime Minister of India is the head of government and exercises most executive power. Appointed by the president, the prime minister is by convention supported by the party or political alliance holding the majority of seats in the lower house of parliament. The executive branch of the Indian government consists of the president, the vice-president, and the Council of Ministers— the cabinet being its executive committee—headed by the prime minister. Any minister holding a portfolio must be a member of one of the houses of parliament. In the Indian parliamentary system, The executive is subordinate to the legislative; the prime minister and his council are directly responsible to the lower house of the parliament (Http://en.wikipedia.org/wiki/India#goverrunent on November 30, 2011 at 15:12). Indian E-government was introduced in 1960s and the National Information Center was established in 1980s. Modern Indian E-government began in 1990s (Younkwon Kim, et. al. Indian Public Administration and Public Policy, KIPA Report, 2009-30-2, Seoul: Bubmoonsa, 2009. 12. 31, p. 267). After 2000s, Indian presentday e-government system started. The Department of Information Technology in the Ministry of Communications and Information Technology under the Government of India executes administration of Indian e-government.
