On Coping Mechanism Construction of Emergency of Public Health —Analysis on the Basis of Local Government View

摘要：

China is now in the historical period of economic transition and social transformation, and facing all kinds of complex contradiction. The possibilities of out bursting all kinds of public emergencies always exist, such as natural disasters, accidents and disharmonious problems exposed from social security. No matter in the view of area, frequency, scale or formation, China is now in the multiple period of out bursting emergency of public health (EOFH), which exposed problems of multiple and severity of the local EOPH. This essay, proceeding from national conditions, proposes effective measures of perfecting EOPH managing mechanism of China local government by analyzing the reason, using crisis management and other relevant theoretical results and referencing management theories and practical experiences of domestic and international EOPH.
