One-dimensional Characteristics of Geological Disaster Prevention Policies and the Citizens Social Responsibility Failure in China
Government-led and lack of citizens social responsibility awareness are main characteristics of the geological disaster prevention and treatments in China. The one-dimensional geological disaster prevention and treatment policy has unintentionally given the government an unlimited government role. In turn, the overwhelming position of the unlimited government strangles the publics stakeholder consciousness and turns the public into onedimensional people that lack initiative and creativeness, and depend on the government. And this situation will damage the societys ability to carry out the policy, even lead to the policys total failure or dampen the effectiveness of the geological disaster prevention and treatment work. Thus the publics stakeholder status must be established at the legislative level to enhance their responsibility awareness. And also with the help of the market mechanism, the effectiveness of the geological disaster prevention and treatment work will be greatly improved.
