A Study on the Legal Guarantee of Ecological Emergency Management

摘要：

Although the legal system of emergency management of severe ecological accidents has begun to take shape, there are still some shortcomings: the parts relating in Environmental Protection Act is unable to meet the needs of the management, legislative voids, overlaps and conflicts among Acts still exist. All the above obviously has left negative impacts in dealing with severe ecological accidental emergencies. In view of these, it is necessary to build a harmonized, operational, systematic legal system of emergency management of severe ecological accidents. To this end, some laws of severe ecological accidents emergency management should be enacted or amended immediately, and a lot of specific legal systems, mechanisms and technologies concerned should be constructed or improved comprehensively.
