A Study on NGO Participating in the Supply of Community Public Service

In China, the public services in the community are traditionally provided by the local government directly. Yet there exist some weaknesses in this manner, such as the heavy burden on government, less efficient and poor responsiveness as well. For the purpose of improving the efficiency and effectiveness of community public service supply, the government is exploring a new model of cooperation supply with NGOs. However, for some institutional reasons, the relationship between the two sides cannot be straightened out, and opportunism becomes the main feature of NGOs and government relations. That is, government is trying to integrate NGOs into its administrative structure with administrative authority, while the coexistence of characteristics of the independence of NGOs and government-dependent trait leads to their opportunism coping strategies. This delicate relationship weakens the effects of cooperation supply model of community services. To improve the effects of the providing of public services by NGOs and government cooperation, we must rationalize the relationship between two sides, build partnerships, and the government can build the partnerships with NGOs through ways like indicators purchasing, commissioned operation, financial assistance, and jointly project building in the supply of community public service.
