Disequilibriums of Public Service Delivery between Urban and Rural Areas in China: Perspective, Reason and Promotion

The disequilibriums of public service delivery between urban and rural areas are common in China. The historical factor is not only one of its reseaons , but the political, economic, social and various aspects of formal and informal institutions are involved. Considering the complexity of this issue, this paper utilizes a new institutional economics model which is based on efficiency as the analysis paradigm, to define the meaning of equalization and equilibrium of the basic public service. The disequilibrium of public service delivery between urban and rural happens in the delivery process and its output. This paper analyses the formation mechanism of the experience disequilibrium and the public management ability disequilibrium by using the path dependence theory. Finally, we argue that Pareto promotion cannot be ignored in the process of change.
