Reform of the Pesticide Registration System in Japan

In 2007, the Ministry of Agriculture, Forestry and Fisheries embarked on the stocktaking of pesticide registration system with the involvement of various stakeholders including pesticide manufacturers, distributors, and farmer and consumer organizations. It has been agreed that the current system requires major reform in accordance with the following principles: —Decisions should be made on the basis of science and risks;—The government should participate in the activities of international standard-setting bodies, in particular the Codex Alimentarius Commission as stipulated in the SPS agreement, as well as OECD; and—Decisions should be made in a transparent manner. With a view to better grasping the variability of pesticide residues for MRL setting, it has been agreed to increase the number of supervised residue trials from 2 to 6 for major crops.
