The world economy now enters a Post Financial Crisis Period, with a hazy future full of risks and uncertainties. In face of complicated international economic environment, China continues its open-up process in proportion to regional harmonious development. Regional cooperation in Northeast Asia is an indispensible trend. To boost the economy of Northeast of China, it is incumbent to speed up the open up process, and to form Northeast Asia Geographic Economic Circle.
