Intergovernmental Cooperation in the Blue Economy Zone: Problems and Countermeasures Between Yantai and Qingdao

To strengthen cooperation between the city government is the public administrative reform trend, it is very important for the promotion of the whole competitiveness. The paper analyzes the economic partnership problems of Yantai and Qingdao, puts forward the countermeasure to improve the cooperation level.
