Social Cost - Benefit Analysis of Technology Incubator for Emerging Industry: The Perspective of Quasi Public Goods’ Characteristics

摘要：

Government emphasizes efficiency and effectiveness when providing public goods. During the cost - benefit analysis of public goods, it’s critical to determine the social costs and benefits, which is also very difficult. Based on the quasi public goods’ characteristics of technology incubator for emerging industry, this study defines the probable costs and the social benefits of public goods in the process of establishment and operation of incubator, and explores net present value formula of total profits of technology incubator for emerging industry on ascertain of social discount rate of public goods, as the measure criteria of incubator benefit.
