The Design of Water Bank Operating System of Dongyang—Yiwu in Zhejiang Province
The uneven allocation of water resource, coupled with the development of economic contribute to the mismatch of water demand and supply in our country. The water right transaction occurred in Dongyang and Yiwu of Zhejiang Province was an attempt to relocate the excess water from Dongyang’s Hengjin Reservoir to relieve the water shortage problem in Yiwu. However, the transaction has become controversial shortly after its occurrence. According to the current situation, the essay introduces the Dongyang-Yiwu water bank mechanism; illustrated the water transaction related problems which could be solved by the mechanism; provided the pre-requisite for the foundation of water bank; and explained the water bank mechanism through the following three areas: transaction mechanism, the water-rate mechanism and the reserve mechanism. At last we conclude that the establishment of water bank system in Dongyang and Yiwu will make more contributions to the rational allocation of water resources and increase the efficiency of water use.
