Study on the Transformation of Waning Resource-based Cities in Shanxi Province

Many resource-based cities in Shanxi Province are now walking towards the declining stage of their development and facing problems such as resource exhaustion, reduced production capacity of their mining industry, single pillar industry, slow growth of replacement industries, serious environmental damages, high unemployment rate, a large number of impoverished people etc. The task to transform has hence become urgent for them. Adopting both normative and empirical analytical methods, the paper has explored ways for waning resource-based Cities in Shanxi Province to promote their transformation, and put forward new countermeasures for institutional innovation and policy recommendations. The paper concludes that to prevent the exhaustion of their resources and develop in a sustainable way, resourcebased cities in Shanxi Province have to cultivate substitute industries, develop new industries and nurture potential pillar industries. Only when this breakthrough is made can they tackle problems people commonly face, such as unemployment, environmental damages etc. Efforts should be deployed in building urban infrastructure facilities, in coordinating urban and rural development and in promoting an overall transformation that covers economic development, natural environment protection, urban function display and social support. We should also carry out institutional innovation and explore strategies and patterns to transform resource-based cities.
