Study on the pioneering legislation about transition of resource-based economy in Shanxi comprehensive reform pilot area

摘要：

This paper focuses on the pioneering local legislation in the comprehensive reform experimental zones of China, analyzes the legal boundaries of the local pioneering legislative powers in comprehensive reform district on the basis of defining the basic connotation of Right to pioneer. This paper points out that a pioneering legislation must follow the rule of law and within the legal framework; local legislation must follow the basic principles of the Authorization Act when it breaks through the higher-level laws. On this basis, focusing on the boundaries, the goal and the center of gravity of the local legislations about the transformation of national resource-based economy in Shanxi comprehensive reform pilot area.
