The negative incentive of eco-environmental policies and laws on the resource-based economy in transition
In the process of resource-based economy in transiton, the characteristics of transition for the resource-based economy, should focus on the role of ecological and environmental protection policies and laws in the economic restructuring. Economic and industrial development policies play a positive incentive, and ecological and environmental protection policies and laws play a negative incentive. The realization of the transition in the resource-based economy, the two can not be neglected, and not be substituted for one another. The area of resource-based economy in transition should legislate and implement relevant strict policies and regulations by the prior to carry and try policy, boost up the protection of ecological environment, and promote the development of resource-based economy in transition.
