Government Intervention and the Evolution of Resources-based Economy: Based on the Empirical Analysis of Shanxi Province*

The evolution characteristics of the resource-based economy have been the focus for regional economics and industrial economics since the 1930s. This paper argues that in the process of evolution of the economic resources, the government intervention is a very important subject. Based on this point, this paper takes Shanxi Province in China as an example which is the typical resource-based economy, and introduces government intervention into the study of the process of evolution of the resources-based economy through virtual variables and actual variables. Through econometric models and typical case, we draw the conclusions. Firstly, in the process of evolution of resources-based economy, government intervention promotes the development of resources products, and brings the prosperity of resources industry. Secondly, priority development of heavy industry goes with the prosperity of resources industry, and government intervention improves the rationalization of industrial structure, but restrains the industrial structure to higher grade. Thirdly, government intervention for resources-based economy evolution do not brings positive effect to regional economic growth.
