On Government Behavior Impact Economic Transformation in Coal Resources Based Areas - A Comparison between Shanxi Province and Ruhr Area Green Management Experience
Ruhr Area of Germany has changed its economic structure from original coal, iron and steel, machinery and other traditional industrial, getting out of the trouble, formed a sustainable development mode in the resources-based region, and showed a good development prospect. In this process, the governments green management played an indispensable role. The rise and development of the economy of Shanxi Province is mainly with the exploitation and utilization of coal resources. Shanxi is an important energy and raw material supply base in national economic construction and development, which plays an important role in national economic development. Looking on the economic development strategies in resources-based region, Shanxi and Ruhr have something similar. Taking the government green management experience in Ruhr area and promoting the government function transition in the sustainable development in Shanxi coal resources areas is of great significance. On December 1, 2010, upon the approval of the State Council, National Development and Reform Committee has given the green light to set up a Shanxi national resources economic transformation synthetically reform testing district, which launched the transformation of the coal resourcesbased economy in Shanxi province. The government is the development strategy designer of the transitional economy, is the leader of the testing districts where try to test first and make breakthrough, and is the organizers and managers of the construction and development of the city, thus the governmental behavior directly affects the sustainable development of coal resources-based cities. This paper is under the circumstances of the test districts in Shanxi province, in the perspective of the sustainable development, taking the German government green management experience in the Ruhr area, exploring the path which promotes the transformation of government functions in the sustainable development in the coalbased areas in Shanxi.
