Emergency Preparedness Plan (EPP) Study of the Water Source Reservoir in the Tidal Estuary
This study briefly introduces the general situation of Qingcaosha reservoir located in the Yangtze River Estuary, and points out the risk sources of the reservoir in tidal estuary: 1) dam safety emergencies on super-standard storm, cold wave, earth-quake, river regime change and etc; 2) water pollution emergencies on upstream water quality deterioration, intensive salt water intrusion, water quality pollution accidents, and the main emergency on movable sources, such as shipping; 3) secure water supply emergencies on the reliability of equipment, malfunction and etc. The study also indicates that the dam break emergency near the Yangtze River will reduce the guarantee rate of water supply, while near the island land it will cause flood inundation. The results of the depth and velocity at the mouth of dam break calculated by 2D hydrodynamic model also indicate that there is some reaction time to close the mouth when it is in small size, otherwise it will cause heavy losses. At last, an emergency preparedness plan (EPP) is presented, including organization system, operation procedure, start-up and end-up conditions, treatment plans, responsibility of every department and members, support countermeasures and etc.
