Market-oriented Supply Strategy of Residential Public Service Facilities
This paper explores whether and how the residential public service facilities be supplied in a marketoriented approach. The author defines the supply of residential public service facilities into three steps, i.e. investment, construction and operation, and points out that the government should act as the primary investor to ensure the fairness, and that the operation should give full play to the competition role of the market mechanism to enhance the efficiency; also the government should play the full role as an organizer and supervisor to vigorously promote and perfect the market-oriented operation of residential public service facilities.
