The Conservation of Historic Districts in Taiwan Since 1970
The conservation of historic districts in Taiwan began in 1973 with Lukang Historic Street, when local elites and conservation professionals joined forces to urge the government to give a higher priority to conservation. Over the past 40 years, the cooperation and conflict between the government, professionals, and civil power have been the most crucial factors determining the conservation of historic districts. This study performs empirical analysis the conservation of historic districts in Taiwan between 1970 and 2010, investigating the interactive relationship between the three forces and the conservation efforts. Within the conflicts over new and old urban forms and structures, the establishment of the system of urban conservation, the deepening of the system, the professionals who understand local culture, and the residents with the ability to initiate actions have been the most significant factors in the conservation of historic regions.
