Deliberations on Management of Peer Review of Preliminary Design for Retaining and Protection of Foundation Pit Excavation in Guangzhou
Peer review of preliminary design for retaining and protection of foundation pit excavation, which is an active compliance control measure for design quality, presents a kind of cooperation of clients, designer, independent experts and government functional department Both engineering technical compromising and government supervision are carried out by review managed by government functional department. The review is a course of engineering accreditation activities by government functional department under help of independent experts establishing a peer group as a board of review. New situations and manipulation mistakes or measure faults appear constantly to form new boundary condition which becomes new initiative condition for further construction progress. On a construction process, unpredictable interference and disturbance keeps occurring to increase complexity of production and supervision, therefore it is hard to create a standard routine for a serial actions of engineering accreditation by government The review can be seen as a measure out of Fragmentary management methods. Fault tolerant mechanism preventing situation from deteriorating deserves maintained within the review procedure. Independent experts judgment and assessment is conformed by government functional department but the government functional department has the last say on the accreditation conclusion. To guarantee efficiency of the review the technical officials of government functional department who manage the review should have fair engineering background and policy awareness to ensure the review to go along the right path.
