On Investment Control in the Pre-project Phase of the New Campus Construction

摘要：

The investment of the project phases including its pre-design phase, tender and bid phase which are under reasonable and effective control is very important. Do not put the pressure of the investment control on the construction phase, and try to ensure that every cost has been considered in the project preliminary budget before the construction, and to make it provide for a rainy day. A adopting the preliminary method of controlling the scale of construction analyzing the indicators of technique and economy demonstrating the design and electing and using vast materials and equipments, controlling of the bid document and contract term, as to reduce the total investment of the project.
