Discussion on the Construction of Government Facilitates Mechanisms Which to Promote Energy Saving and Emission Reduction in Gansu Province

In recent years, the national economies to achieve rapid growth and various undertakings have made great achievements. Meanwhile, the problems of energy waste, excessive consumption and environmental pollution are particularly prominent. Therefore, energy saving and emission reduction has aroused the concern of the whole society, and all levels of government must make great efforts to grasp the priorities. This article attempts to combine qualitative and quantitative analysis methods, is based on the analysis of the status of energy saving and emission reduction in Gansu, further discussion on the imperfect concrete performance of macro policies to promote energy conservation, then concludes with the proposal on the construction of government facilitates mechanisms to promote the energy saving and emission reduction. In the end, this article bring up the mode of government promote energy saving and emission reduction.
