The conservation and disaster prevention of cultural properties based on an aspect of integrity-A case study of Jingmei Jiying Temple

Over the last few decades, the World Heritage movement, driven by UNESCO, had established a conservation system based on the OUV (OUV, outstanding universal value). This system also pointed out that authenticity and integrity were the primary issues. While concerning with integrity, preserving tangible objects with its intangible parts is the core value of conservation. The OG (the operational guideline for the implementation of the world heritage, 2005) paragraph 78 mentioned “To be deemed of outstanding universal value, a property must also meet the conditions of integrity and/or authenticity and must have an adequate protection and management system to ensure its safeguarding. However, comparing to the well-known of the authenticity, the field and operational process of integrity are not so familiar to the general public. The purpose of this study is to understand the gap of conservation and its implementation between Taiwan and the international trend through literature review. The results showed that: 1. Under the effort of the world heritage movement, the idea and content of integrity has a great development during the past few years. 2. The integrity concerns not only conserving the monument and its surroundings but also social context. 3. For 1he purpose of sustainable development of heritage, the management and monitoring system should be taken into the field of integrity as well. 4. During the past experiences of conservation in Taiwan, much emphasis had been on restoration but less emphasis had been put on the value assessment and disaster prevention of cultural properties in the conservation process. For the purpose of conservation and disaster prevention for cultural properties, it is very important to develop a new process based on an aspect of integrity.
