Monitoring World Heritage under a Preventive Conservation Approach: The Silk Roads.

This paper discusses the application of Preventive Conservation as an approach applied to the monitoring of World Heritage properties. With respect to these properties it discusses the use of Information Management Systems (IMS) as assistance to analyze risks, detect damages and decelerate deterioration processes to cultural heritage as illustrated by the case study of the Silk Roads. Serial World Heritage nominations are an emerging innovative concept allowing the nomination of a series of sites linked by one Outstanding Universal Value fostering national and international collaboration. This complex system of nominating sites has brought new ways of rethinking heritage as well as new challenges when it comes to site management and monitoring. Serial nominations have to cope with much larger volumes of data and more complex participatory processes due to a larger number of stakeholders involved, and require a more sophisticated approach towards information sharing and data integration compared to single properties. The application of digital technologies such as IMS, provides not just quick access and retrieval of information but also a way to monitor, maintain and manage the changes over time and helps in the preservation of the values of the property listed. Within this framework, the Raymond Lemaire International Centre for Conservation together with a Belgian consortium is developing the Silk Roads Cultural Resource Information System (Silk Roads CHRIS) aiming to support the Central Asian State Parties on the preparation of the World Heritage serial transnational nomination of the Silk Roads. This bilingual, web-based IMS will allow the completion of an improved nomination dossier with the necessary baseline information to easily verify consistency and quality of the data and make it ready to use for managing, and monitoring purposes, and for preparing periodic reporting. Finally, this study provides a general methodology to establish the effectiveness and limits of the use of information systems for serial nominations of World Heritage Properties and demonstrates the capacity of an improved heritage documentation system.
