An Assessment of the Impact of Extension on the Preservation The Heritage Mosques in Mosul Old City as a case study

Mosul Old Town (MOT) in Iraq holds an abundance of old heritage buildings and public facilities with high architectural value. However, it still suffers neglect and exotic interventions that led to the loss of much of its heritage fabric. Its ancient mosques are characterized from other public buildings that they have a permanent function and their need for the extension over time. In most cases, this renewed and vital need may conflict with conservation work on heritage buildings. As heritage mosques are represented as a symbol of city identity, preservation and maintaining process of these facilities is a priority of the conservation plan of MOT, however, many of such activities have enveloped many problems and mistakes that led to lose its heritage value, which constitutes a real risk may lead to harm MOT characteristics. The research aims to assess preservation work that executed on selected traditional mosques in MOT, and to define the impact of the expansion need in these buildings. Its phases have been analyzed through personal interviews with those responsible for preservation activities, field studies, and comparison with old documents, which include information on their previous state, to recognize the level of performing the preservation plans that carried out by participants, in order to assess positive or negative interventions. We found that most interventions have been carried out with reducing the heritage value of the building, especially when the actor attempted to achieve the aim of extension to provide more space for users. Some mosques courtyards have been covered, their arcades have been closed by new constructions, their heritage features have been removed and hybrid structures have been inserted which led to undermine the heritage and architectural value of the building, without considering the principles of conservation theories included in the international agreed charters. Methods, action plans, and conservation strategies have varied due to the variety of official bodies, owners, funders, supervising bodies and the implementation methods. The final results indicated the absence of public and official awareness of the role of commitment to the standard preservation plans and policies, the lack of personnel experts sector of architectural heritage, and the inefficiency of the supervision provided by direct government authorities, official bodies and institutions to carry out the maintenance and preservation activities, calling for the urgent need for proposing preventive conservation plan for the whole fabric of the old city.
