An approximate estimation and macro analysis of service efficiency loss in Chinese libraries—Focusing on public libraries
Purpose- This paper aims primarily to understand the degree of service-efficiency loss in Chinese libraries and to improve the understanding of non-efficiency in the utilization of library resources in China, methodology — To assess the loss of service efficiency in Chinese libraries by employing econometric analysis, a method of empirical analysis as well as an approximate estimation. Findings — Low efficiency in resource possession, literature utilization and internal management exists in library systems in China. Immiserizing growth in service capacity,incremental loss in literature utilization and the curse of the stock of resource possession are also widespread in libraries, which is worrisome. The results of estimating service-efficiency loss show that the service-efficiency loss is often so high that the average loss rate in Chinese public libraries is 57.9. Information defect, intensified monopolization, external assessment and non-excludability as well as property rights and investment systems are all factors contributing to library-service efficiency loss in China. However, in general, through updating management philosophy, optimizing literature structures, promoting the circulation of documents in stock and enhancing efficiency assessment, the loss of library service efficiency can be effectively controlled in China. Practical implications — On the basis of the status of library management in China, in order to search methods to reduce conflicts between demand and use of literatures, the general phenomenon of poor service efficiency of libraries and the problem of serviceefficiency loss of libraries in China have been empirically analyzed and verified. This research could provide the opportunity to change the status of non-efficiency in utilization of resources and to enhance good library management in China.Originality and value — This research employed statistics and economics to analyze empirically and econometrically about service-efficiency loss of libraries in China. The analytical results are certainly beneficial to providing enlightenment or methods to understand pattern of library-service management in China, and to reduce the conflict between growing demand and constrained resources, while also tackling the problem of poor service efficiency.
