How the Patent Quality Forms and its Management

摘要：

Patent quality attracts many researches in different sides. In this paper we suggested three dimensions to observe and discuss the patent quality at first, and then analysed how the patent quality in each dimension comes into being under several main patent subsystems in pre-application stage, review stage, and post-granted stage. Hereafter we constructed a inner hierarchy relationship of patent quality, on which we gave some managerial suggestions to improve the patent quality via improving innovative capability, adjusting patent related policies, increasing the official assessment quality, bettering the literature quality and reforming the administration in patent agents vocation.
