Institutional Arrangement of Independent Technical Innovation Under the Open Economy

Many countries achieve the goal of technological catch-up through using of introduction -digestion - absorption model,but an increasing number of studies have shown that this path requires a certain conditions. Indigenous technological innovation in the era of globalization is a new topic. In this paper we first discuss the reconditions to apply the traditional catch up theory,followed by examining the impact of globalization on indigenous technological innovation,and explore institutional arrangements to support indigenous technological innovation in the era of globalization. This paper presents the principles of the proposed institutional arrangements,such as master of the degree of economic openness strong support for key universities and research institutes of technology research strong support for the core technology of the self-development strong support for the establishment of a complete industrial chain ,and conduct a case study.
