Illustration Analysis of Development on a Moderate Rate of China Higher Education
In view of historical review of China higher education (CHE) and the international comparation, CHE development is not too rapid but too fluctuant. The essential international experience is that: the development of education must follow education laws and adapt to the development of our society-economy. Statistical computation indicates that the goal, Chinas gross higher education entrance rate should reach 40%, proposed in Chinas National Outline for Medium and Long-term Education Reform and Development (2010-2020) is proved to be some conservative, so CHE should stick to development on a moderate rate: to achieve the goal of GHER=40 by 2020, the scale of CHE would increase at the rate of l%,or with the increment of less than 0.383 million per annum in decade ahead; to realize the education power goal (HGER>50), the increasing speed of CHE is required to be 3% or the increment of greater than 0.4736 million per annum.
