Evaluation of Implementing the System of Education Voucher in China
As a newly developed system, education voucher which evokes public attention and discussion injects new life into Chinese current education. The present study analyzes the financial resources scheme of basic education, and then evaluates China education voucher. The study also indicates that as effective means of financial resources scheme the education voucher mixes equality with efficiency, leads competition into educational circles, and promotes the meaning of free market among basic education. It clears up the right of use of basic education funds, reduces the trade cost in the process of using education funds, and increases efficiency of fund using. The education voucher is a systematic innovation of Chinese basic education financial resources scheme, thus, it has some practical and functional meaning to the development of basic education.
