Analysis of the Restrictive Factors About Human Resource Development of Basic Education in Henan Province

摘要：

The function of basic education focuses on training peoples basic moral, intellectual, physical quality and other qualities. It plays a fundamental role on reducing illiteracy rate, improving the cultural knowledge and technical levels of the whole nation. The paper researches the basic educations conditions of Henan Province in the view of the theory of human resource and gives some suggestion in education opportunity, educational conditions and education investment.
