Basic Framework and Value Measurement of National Information Resources

摘要：

National Information Resources (NIR) as strategic resources to promote national competitiveness, which is vital to the national economic and social development, possess broad perspectives as well as foundational and public characteristics.The content system of NIR consists of the layer of information about physical properties, the layer of metadata, the layer of information about national basic data, the layer of classified information and the layer of information for national decisiveness.In order to improve the efficiency and effectiveness for developing and utilizing of NIR, this study discusses the marginal conditions for maximizing value of NIR, depicts the marginal cost curve and marginal benefit curve of NIR, and establishes an investment optimization decision model of NIR based on the goal programming model.
