The Reason for Textile and Clothing Enterprises Waste Export Quota and Some Suggestions-An Analysis Based on Survey Data of 50 Enterprises in Jiaxing, China
It has been two years since the textile and clothing voluntary export restraints(VER) system was taken into force in China. The phenomenon of export quota waste is still common. On the basis of survey data, this paper shows, the conclusion that textile and clothing export quota waste is a result of speculation, is not obvious. It suggests that the fundamental reasons of the quota waste lie in a high cost of quota and the transaction restrictions in the secondary market. In the future, China should set explicit goals for the textile quota allocation and transaction policy, and perfect them by resigning the quota bidding policy and removing the quota transaction restrictions on the quota secondary transaction market.
